Manager, Health, Safety & Environment

Reporting to the Director, Risk Management Services, the Manager, Health & Safety and Environment (HS&E) is responsible for the oversight and provision of TRU's Health and Safety programs and services in support of safe work practices and regulatory compliance at TRU.

The Manager uses a participatory and collaborative approach in identifying, reporting and addressing health and safety issues to ensure that employees (including faculty), students, and contractors work in a safe environment and that University facilities, property, equipment, and procedures comply University safety policy (ies) and statutory requirements.

MAJOR RESPONSIBILITIES

Lead the Health and Safety Program for the University (including Kamloops and Williams Lake campuses). Supervise the Health and Safety Staff.

Promotion of Health and Safety Best Practices and Compliance with Applicable EHS Legislation:

  • Collaborating internally among and within departments to develop and employ key health and safety initiatives
  • Developing and maintaining a current universe of relevant and applicable health and safety regulations and resources
  • Developing a consistent and practical safety culture through the development, training, maintenance and coordination of policies, procedures, programs, resources, communications, self-assessments and awareness
  • Providing and/or coordinating identified safety training and collaborative health and safety initiatives
  • Responsible for the health and safety compliance within the University to support research, teaching, learning and operations
  • Providing regulatory updates, guiding compliance, and facilitating regulatory reporting requirements
  • Reviewing and/or completing regulatory proposals, requirements, responses and filings with WorkSafeBC; the Public Health Agency of Canada (PHAC) and the Canadian Food Inspection Agency (CFIA)
  • Managing relationships with other regulatory agencies as required
  • Developing/implementing department specific Health, Safety and Environmental risk assessment activities including providing support to identify, develop and implement appropriate interventions
  • Managing workplace safety inspections, either independently or in conjunction with the Joint Occupational Health & Safety Committee
  • Reporting on health and safety metrics including reports to the Board of Governors as required

Accident Reporting and Emergency Response:

  • Managing the investigation process of workplace injuries, accidents and near misses, overseeing reports and providing recommendations for prevention and ensuring implementation of corrective actions
    Overall responsibility for WorkSafeBC claim management (i.e., assessment, evaluation and dispute resolution)
    Maintaining incident records and performing appropriate follow-up
    Responding to critical events related to employee incidents/injuries
    Responding to emergencies, including biohazardous and hazardous material spills outside of regular working hours as need dictates

Other Duties:

  • Direct supervision of Safety Officer (and Administrative Assistant - shared resource)
  • Serves as a member of the Joint Occupational Health & Safety Committee, the Institutional Biosafety Committee, as well as various internal safety committees such as the Science & Health Science Safety Committee; providing support, guidance and technical knowledge to effectively assist in carrying out the Committee's responsibilities
  • Performing other duties as required

REPORTS TO

Director, Risk Management Services

REQUIRED KNOWLEDGE/SKILLS

  • Undergraduate degree in a recognized program in Occupational Health & Safety or equivalent program
  • Minimum five (5) years of progressively responsible experience in a relevant Health & Safety position; including minimum three (3) years biosafety experience in a post-secondary setting including experience in a licensed minimum CL2 containment facility
  • Canadian Registered Safety Professional certification
  • Detailed knowledge of relevant Health & Safety legislation and regulations in British Columbia
  • Certification in laboratory safety preferred
  • Knowledge of microbiology, Human Pathogens and Toxins Act (HPTA) and regulatory framework and the Canadian Biosafety Guidelines (CBSG), sufficient to carry out the functions of the position
  • Excellent oral and written communication and interpersonal skills including the ability to interact and communicate with others at all levels of the organization
  • Excellent decision making, problem solving and time management skills with the ability to establish and implement priorities
  • Excellent attention to detail and observation skills
  • Ability to build and lead teams to establish, influence and maintain health and safety systems
  • Local travel is required in this position; must hold a valid BC driver's license and have a vehicle
